- A comprehensive review of Victoria’s emergency management arrangements (operational and non-operational). This included the review of all aspects of the sector structure in order to understand how operational efficiencies could be gained. Aspects reviewed included public policy, legislation, enterprise architecture elements, information flows and operational arrangements;
- Recommendations on improving the effectiveness of service delivery in light of increased environmental threats, workforce pressures, deep historical organisational cultures, legacy technology arrangements and shifting social demographics;
- Identification of potential program delivery improvements and change management capabilities across an organisation in order to enable efficient, effective and measurable delivery of projects and outcomes;
- A review of the State’s current and recommendations on the appropriate level of preparedness to respond to incidents involving radioactive materials;
